Hey there.

while we have been informed that you can uplift pre-ftl civs, I do not plan on being the nice guy, at least not for my first game. So, when you encounter a pre-ftl civ, could you just completely enslave them?
And if yes, do you need to be xenophobic, or is slavery tolerance from collectivism/divine mandate enough?

Well, you'll have to conquer them before enslaving them, but yeah:
A spacefaring empire that has discovered a primitive civilization can deal with such a scenario in a number of different ways. The first way is the most straightforward, and the one typically favored by aggressive, expansionist empires. Can anyone guess what it is? Yes, Miss Choggrah-Zu?

Just so - outright conquest! As you can imagine, primitive civilizations have few means to resist a technologically advanced invader. Industrial and especially post-atomic civilizations can prove harder nuts to crack, but their weapons are still markedly inferior to those of a typical spacefaring culture. The big prize of such an invasion is the planet itself, of course, but the primitives are also a source of cheap labor once enslaved.
Believe we've got clear information that general slavery tolerance (as from Collectivist ethos) applies to all slavery.

They've also stated that outright conquering a primitive species gives them a significant "culture shock" penalty on their happiness, and possibly productivity. The duration of the modifier depends on how primitive they were and can last for an extremely long time for very primitive races.

Follow-up-question: Does slave happiness matter for their productivity or will unhappy slaves just be more likely to form factions/revolt?
From what we've seen so far (un)happiness doesn't directly affect productivity, just affects the chances of events like work stoppages, revolts, factions, etc.

On the subject of primitive races, while we know we can "enlighten" them into the space age, I'd also like there to be a way to surreptitiously "hold them back", that is cause their technology to stagnate or regress in case I don't want another upstart popping up and don't feel like conquering them.
