I really wish there was an option for the Observation to peacefully enlighten and integrate a species into your existing civilization without the silly infiltration option. It's amusing the first time, but it doesn't make any sense technologically, as it can be done immediately before learning how to genetically engineer the species.

Something along the lines of the first couple of seasons of Earth: Final Conflict where aliens show up and the populace are now part of their greater protectorate. As of right now, you enlighten them, vassalize them and then integrate them. Just make it a more streamlined process.

This could be even be divided up by Xeno trait. Xenophobic dominated species will enslave while Xenophile acts more like uplifting the species and invites them into their government.

You can just land troops on their planet, but this leads to the Stellar Culture Shock modifier, which is realistic, the only really peaceful way I can see for them to be brought into your empire without that huge culture shock would be to infiltrate them, and soften them up.
