Must fixes for 1.04.

1.BB cost for taking provinces from a civilized country in a colonial war: 1BB per province. Or alternatively that all colonial (non-state) provinces taken from a civilized country give 1 BB, instead of 2.

2.The ability to take unfinished claim building from another country. Or altirnetavely that the presence of an enemy unit cancels the contruction.

3.The AI enchacement to make it target enemy claim buildings correctly.


I think that all of the above are agreed upon and that at least point one, alternative one, is rather easy to code.

1) The ability to declare a full war when someone declares a colonial war on you. Some country doesn't like me. I'm going to blast them. They have one colony somewhere so they can declare colonial war, which they do. I can't hit their main state, I have to take the colony and then wait five years. So declaring colonial war is a defensive move. This doesn't make sense.

2) The ability to distinguish between a state and a colony when at war (or other times, for that matter). Russia declares war on me. Is Alaska a state or not? How do I find out other than by moving units up there or digging through a save game file?

3) The ability to multi-select units in the unit deployment box. It is a significant and severe pain to have to deply new units, or reserve units, either one at a time, or everything to home province.

4) Improved display for infrastructure screen. All it really tells you is some railroad, no railroad, or max railroad. The shades of green are too close together in color to be able to distinguish the other cases.

5) Same as point #4 for revolt risk. You can kind of get a clue but not really.

6) Anything that would help reduce the tedium involved in micromanaging railroad building would be welcome. It would be nice for example if the province list report (screen 8?) would allow you to distinguish between provinces that are building a railroad and those that aren't, so I could know which ones to build railroads in without having to probe every one. By the way, it's easier to tell if a railroad is building by looking at the political map than the infrastructure map.

I would love to have a screen that would allow me to provide general management instructions, as in, build railroads as allowed, using no more than X% of annual income, never building if less than Y money in the bank.

7) Any tools that allow me to identify inefficiencies in production. There is a revolt risk map, but there is no "factory needs more guys or more stuff" map.

8) A means of getting a list of which of my cities are besieged at the moment. If you have a global empire, and Tahiti rebels, you to be careful not to forget that this has happened. It would be nice if I could just look at a list at any time, and then clean everything up, if I miss the first dialog.

9) It would be nice if fortifications worked a little better. They take a long time to build and they seem to seldom play a part in a game against the AI.

10) Almost ANYTHING that allows me more and better views on ANYTHING is very very welcome.

*the negotiation AI needs severe improvement. you can trade non-core provinces back and forth and ask for something like 10-20k. a HUGE cash exploit. also the AI seems to value all non-cores equal, if its sahara dessert or habanna doesnt matter. if you dont want to exploit this, youll have to completly sacrifice the possibility of trade.

*i second bruce, very good ideas, and i think most of them not to hard to implement.

*esp. everything that increases viewability of the happenings in your country is welcome. the economic map needs to be upgraded IMHO.

ultra-hyper-1337haxx-wow,this is cool-really-great optimization of the autosave, so it doesn't take so long. might not be possible, but would be cool =)

oh, and a way to quickly deploy reserves that doesn't involve getting them scattered all over my empire... how about holding the shift-key, and selecting multiple divisions, and THEN picking a province to put them in? And make it so i don't have to hit that small button.

Only have a few major issues:

1) BB needs to be reworked. Playing as Sardinia-Piedmonte, i racked up a huge BB by unifying Italy and taking a few african provinces.. i reduced it by editing the save game file, but it felt a bit like cheating(which it, of course, was).

2) Countries need to be balanced. Prussia needs to become stronger, they are after all supposed to unify Germany and become the strongest power in the end of the game. Russia's industry needs to be weakened. Russia as leading or second nation in Industrial power is ridiculous. Austria still needs a bit of weakening. This would also make it easier for Prussia to unite Germany.

1) When in the trade or peace treaty negotiation screen, right clikcing on a province adds it to the list of items being offered/demanded - I hate going through those huge scroll boxes listing EVERY province.

2) WE is made dependent on cultural tech achievements. The fewer cultural techs you have, the faster your WE goes up. This will eliminate the phenomenon were every country seems to view a war as a fight to the death in the 1840's, while allowing such wars to occur late in the game a la WWI. Add a separate event to the US and the CSA in 1862 reducing each of their WE by something like 35%. This will allow those two combatants to beat each other silly in the ACW for an extended period of time.

How about no enhancements.

I'd much rather the game's outstanding bugs were fixed, then whatever balancing time allows so that at some point it's going to be possible to play the game as intended.

Obviously there have been very good ideas all around the board since the game came out, but every enhancement or change is something new with the possibility of going wrong, breaking something else, or taking time away from getting the game's core finished.

1) In 1.04 I would love to see that European democracies have a fair chance at the migration pool - in 1.03 I played full democratic Austria with full citizinship and hat immigrants during the first 5 years, later on = zero immigrants. This has to do with the fact that machine parts are so easy to get that the whole world is industrialised in a fingersnap!

2) I would also plea for some events that close down factories for a given time period of f.e. 1/2 years due to strikes, revolting pops in the states, problems with transportation, etc. Only trough this way the pops will start to migrate again,

3) peace AI preferes to give total states instead of different bundles of provines. Now the AI has other priorities in selecting territory in peace deals = keeping his factories?

I know this has been raised before, and I don't know if it's a must, but I would really like to have a trade embargo on a particular nation, even if it's just as simple as that country cannot buy my goods off the WM. In my current game, I produce most of all the most demanded goods, and Germany is a monster threatening to take over all of Europe. I tried fighting them, but as I'm Japan (I'm worried after Europe, my Indonesia is next) I can't get enough troops to the line to fight effectively. There are ways I can approach this problem militarially, but I would prefer an economic solution (starve the bastards).

A few simple additions I would appreciate;

1. A Destroy factory button, Which may or may not give back resources, this would be extremtly useful for when you conquer enemy territorys and dont want the tens of factorys which usually come with a 5 pop state. Just somthing that cleans up the industry screen.

2. An "Expand All RGO's" or "Upgrade all Railways" in a state en masse button.

3. More realisitic (IE, near none) revolt risk after unification events.

4. Improved "unification" AI for small starting nations with big shoes to fill, eg Serbia, Romania, Greece.

The only improvements I can think of are for the user interface. (Mostly features I miss from EU2 and HOI)

First and Foremost, I really miss the numerical strength tabs for armies on the main map that were in both HOI and EU2. Either #divisions or #thousands of men would be fine. If you have a huge hostile army on your border, you want to see its strength NOW, not just when you over the mouse over it. In the current system, all you see are little blocks of eight guys, no matter what the strength, so you keep hovering the mouse over all the adjacent armies again and again and again.



Of much lower priority, I'd like to see a scrolled list of relationships with all nations (instead of just the Big Eight) on the left-hand diplomacy column (rather like EU2). The Big Eight could be highlighted in gold text to make them stand out, as in EU2. More often than not you have several neighbors who aren't on the list, so once again you're hovering the mouse all the time just to check relationships with your neighbors.


A "goto" button on the Technology Completed" event would be nice. The "goto" would bring up the Research Selection screen. Sometimes I forget to start a new research project until a few months have gone by.

My list of changes (some of which are simply reiterations of previously expressed good ideas)

BB for colonial versus regular war needs to be teweaked.

The ability to declare a full war when someone declares a colonial war on you is a must or otherwise it makes sense to declare Colonial wars on everyone if you are a BB or are in a very weak position. This is a huge problem IMO.

Countries need to be balanced. Prussia needs to become a tiny bit stronger, and Russia's industry needs to be weakened significantly!!!!!!!!!! Russia as leading or second nation in Industrial power is ridiculous. Austria still needs a bit of weakening. This would also make it easier for Prussia to unite Germany.

There also needs to be a toning down of how many industries the AI builds. They always seem to have more than they could possibly use (I love conquering an entire AI state and finding that it has 17 POPs and 20 factoiories)

Related to this is the absolute need to be able to dismantle factories. Having factories you no longer use really screws your crime fighting costs. And its just ugly. Even if destroying a factory only gave back 500pounds it would be fine.

The AI should also tend to give states in peace deals (I.E. Croatia) as opposed to 5 provinces spread everywhere which serve almost no purpose

Just to throw my two cents in, I'm not sure that Russia's factories should be reduced. At the start of the GC, they have fewer factories than the UK, France, Prussia, & the USA, which makes sense. Taking away any from Russia would see it fall behind countries like Austria, which IMHO should not be the case. Also, Russia's factories are not well suited to future economic expansion (i.e. no cement factory).
