A simple suggestion - eliminate the drawn shading for Tribal and Nomadic provinces and eliminate the drawn borders for any area beyond diplo range. You can still get info by hovering over an area, it's just harder.
To head off any complaints - yes this should be a togglable option.
The net effect would be for undeveloped areas to all look the same, while far away areas show up as just "named" zones with no visible borders or limits. If you lived in France then you might know the rough limits of say the feudal realm of Khotan, but where the borders of the Khazar empire begin end would be a mystery to you (and maybe even to them too !).
