i dont think so but the expansion is promosing better diplomatic features... but i dont have any problems with the diplomatic stuff in hoi2 what do you find unbalanced?

No he meant that for example when Germany is left with one province and you offer them every province you occupy and every province you have they deny... ^^

perhaps somebody ought to set up an idea for an Crusader king like idea for hoi2, like a political faction instead of a dynasty and extensive diplomatic option on top of the already awesome military AI
