From my understand after some research the requirements to complete the Strategic Control mission is to be at war with France and control Paris. This thematically makes sense for England to encourage conflict between the historic rivals. However I think the requirements for said mission should probably be changed so that if France is your vassal or under PU before a certain in game date you can also complete this mission.
Here's an anecdotal case on why this should be, today I was doing a England/GB achievement run and as it was the first time I had played England in awhile I was not aware of the exact requirements of the mission Strategic Control and at a brief glance it seem I would be able to complete it if I or a subject owned Paris. In the Maine war I PUed France without first completing Strategic Control before offering the peace when I had Paris occupied. This led me to being locked out of a large part of the mission tree for England unless I do some stupid moves like releasing France and warring them again or something. This is extremely frustrating as the war with France is no joke after they were given a vassal swarm and took a lot of micromanaging at slow game speed to win without completely bricking my nation and sure I can probably do it again but this could all be avoided if the requirements for this mission were not so strict and would allow competition if France is your PU. I understand the requirement may be there to prevent people from releasing France as a vassal after tag switching to England or some cheese but in the current state of the mission you literally need to be aware and intentionally thinking about the mission when you siege down Paris which is a very short time window or it is very easy to not click it.
Personally I think there should be an additional competition state where if you have France under PU or vassalage before 1500 you can complete the mission as well.
