So in all my games when I'm not playing as the UK they never seem to get past 45% literacy, even in like the 1890s, Why is this? Also as a result they have almost no techs researched at all, its like fighting the Russian empire, it looks scary on the map, but its weaker than China.

I'd say it's way worse than the Russian Empire as it suffers from problems with naval AI. Anyway, I don't know why it is, but I experienced the same thing too, just had a game where I noticed the UK researched Nationalism and Imperialism around 1895... right.

Yeah, it was like 1921, and they just got bolt action rifles, its strange because sometimes I have a game where they are doing fine at keeping up, yet that seems rare

The AI's literacy rarely goes quickly up because they fail to have a good educational budget or encourage clergymen. However, Great Britain may be even more hindered by their colonies. When they turn their colonies into states, their atrocious literacy is added to the national literacy average which further reduces literacy and technological progress.

Yeah that always bothered me about Victoria 2. I like the System, but hate how it averages. But I don't see another way to do it.

Nope, it's actually neither. It's mostly Canada and Australia, which are the 2 colonial regions that regularly turn into states eventually due to their small population which makes it easier to get 1% British Bureaucrats. India and Africa are more populous and with no starting Brits in them either, which means it's almost impossible for these regions to turn into states. Considering that literacy is only counted in states, not colonies, India and Africa are irrelevant.

Canada and Australia have moderate literacy rates though. And Britain had bad LATE- GAME literacy so there probably has been large amounts of British immigration to India and Africa which do not have moderate literacy rates. Then, they probably turned into bureaucrats which means some colonies did turn into states which means that literacy was brought down.
