Englightenment Institution Spawn

I fulfilled every single one of the requirement, Wien is one of the candidate where it could spawn. It didn't spawn there in the end, disappointing, but what can you do it's RNG. But I decided to check the place where it was spawned. It was Bijapur, owned by Bahmanis. This is where I got upset. They don't even fulfill all the requirement on the checklist. One of the requirement is to have your monarch having a skill 5 in one of the mana points. I have that in my monarch, Bahmanis's monarch don't have any skill 5 in their mana point, and yet it spawned there instead of where I am ? What is going on here ?

If you look at the requirements you will see:

• Is in its owner's capital area
• Is not an island
• Is part of a state
• Both the Printing Press and Global Trade institutions are present
• Has at least 30 development
• One of the following:
  • Has a seat in Parliament
  • Has a University building
  • Is in Europe and its owner's ruler has at least 5 in every skill

In other words, you don't need a ruler with 5 in every skill if the province has a seat in parliament or a university.
