All countries have one primary culture. This is normally fixed, although the "Accept Cultural Shift" decision can change it, as can certain national decisions.
For the cultural shift decision to be available, your capital must be situated in a province that does not have your primary culture. To then enact the decision, the culture in your capital province must be the dominant culture in your nation. The culture with the most provinces in your nation defines which is the dominant culture, for the decision, this can be greater than or equal to any other culture type.

In my england game iI usally own most dutch provinces. If it is only about base tax it should be possible as england doesnt hase high base tax. I can sell provinces to northumberland and scotland ( if they are my vassal) and release cornwale/wales too and sell them provinces.
Why do I want to do that? The dutch ideas are nice50% more navy forcelimit ftw

If you want to play as Netherlands, why start as England? I'd have thought Burgundy -> Netherlands is more straightforward.

You need to put your capital in a Dutch-culture province and make Dutch the 'dominant' culture. I think you will need to get rid of most of your English provinces to do this, as England starts with more English provinces than the total number of Dutch provinces in existence.

Flemish might be an option, I think there are almost as many Flemish provinces as Dutch, and Flemish should work for forming Netherlands.
