Personally I think engineers need to better represent their defensive role, such as building better defensive positions for infantry, able to repair armour on the field at a greater rate, that sort of thing.

Can engineers be made to boost the dug-in bonus? Speed it's rate up? Add some hardness due to better repair capability?

It might overpower engineers to give them quite so many bonuses. The cost could easily be adjusted though, and all your suggestions make sense.
