Enforcing Peace when PUs Colonial Nation is attacked

I am playing with England game and have gotten Castile PU. They have colonies that are getting attacked, but I cant seem to enforce peace or start a core reconquest war.

Is there a way to enforce peace when natives attack my PUs Colonial Nation (other than by improving of relations with it to 100 first)? Also, is there a way to start a war for core reconquest if PUs CN lost some provinces (other than no CB)?

Imagine if he had vassals of New Spain under the colonial command of Spain that is a vassal of France that is a PU of England that is a vassal of Austria because England was in the HRE when Austria revoked privilegia and Austria was a PU of Russia that was a Tributary of Qing that was a Daimyo of Hatekayama.
