Enemy units deploying on provinces that I control

Playing as Belgium, I DoW'd Thailand and occupied a number of their provinces. However, while the war was still going on, the Thais were able to place numerous divisions in provinces I had occupied, even if those provinces were completely surrounded by other territories I occupied. Is this supposed to happen?

I think there might be a problem aside from partisans.

How does the enemy develop Divisions with 10000 men and 30 morale instantly on a province you control? partisans are usually a few hundred or a few thousand.

Yes, I've seen this too. Regular infantry divisions popping up in occupied country. To me, it happened in the Netherlands, playing as Prussia.

Need save games for this as its too similar to partisan action to log without backup.
