Enemy supporting partisan need be nerfed

Pic not my, but on this version. The war are ended, all allies defeats. The problem are can the support partisan are been nerfed because at certain part its impossibile remove these malus.
Option 1: The malus are temporaly (2-3 month) and are capped (maximum 5 malus one time)
option 2: a internal mission (speed and easy) to crash the partisan because the "passive" anti partisan mission not are excellent at higher valuse. The internal mission remove the enemy buff and work as opposite "support resistance"

I know, but with high levels of missions it always remains TOO high, even with the maximum level (the second that gives you 150%)

Maybe because multiple countries can incite resistance but you can defend against them only yourself.

yes but the problem are can the malus remain infinite time...i have proposed 2 solution for figth them
