As the title states, why is this allowed for the AI and not the player. I played as England. And whilst i can't ally anyone the blue bloob can freely ally anyone. All i can surmise is that the -1000 negative modifier doesn't exist for the AI, or is it a bug?. Just got my ass thorn because Ai allied milan, savoy, tuscany during a war yay. Good fun.

Just because AI make new allies during a war doesn't mean that the new allies will be called in. Same for you. AI allies becomes exponentially more reluctant to participate in an ongoing war each day after the 60th day of the war. So unless if France made those allies within 60 days of the war with you, those new allies are probably not going to actually participate in the war against you.

From experience, the ability to make new allies during war seem to be related to how much ground you have made during the war or your advantage. I found that I have no trouble making new allies if I have a clear advantage in an ongoing war, or if I'm a blob fighting an OPM. Although this is not the case when I am in a war where both sides are roughly equal or I am at a (perceived) disadvantage.
