Enemy army attacked me right as I won a siege, enemy army routed but won't leave the province. This is causing them to engage my sieging army about 20+ times a second, each time they instantly lose and re-engage causing some really horrific notification spam. CK2 1.05g. Save File Here.

After playing a bit more it appears this occurs when you have a very small army (in this case ~250, much smaller than what would be needed to siege) with an enormous allied army following it when the allied army isn't at war with the siege target.
