So, in many games, I have wondered:

Why is it, that when I am obviously going to defeat the enemy, for instance as the Ottomans, against Albania, I need 10% warscore to make demands. But in other wars, the enemy does not?

My proposal really is this simple: Make the enemy need 10% warscore before it makes demands.
