Romania has a civil war with Bessarabia going fascist. Soon occupied. And Iraq goes fascist. Again why join a failing faction.
Allies in Northern Italy, Rome falls, fascist Spain falls, then the decisive event is the capitulation of Bulgaria. Suddenly despite only being kind of only on the old Polish / USSR border line I get awarded the territory I gained from the Molotov treaty.
Shouldn't there be some guideline built in that while minors may choose to join a faction when it is the ascendant, once it's clearly in freefall they would tend to decide that neutrality or friendly overtures toward the faction now in the ascendant is wiser. Some limitations on focuses perhaps ?
