EndDeserialize bug with crazy water, 1.0.7c and cloud save

Hey there,
I am on 1.0.7c after I tried to recover a corrupted save but thats another story.

I have played my city and saved 2 times, once as steam-cloud and one as local save.
The local save is running smooth but the cloud save is buggy. The water is behaving veeeery strangely. It creates spikes at the outer parts of the map while the inner part is dried out completly.
As soon as you load an error occours (see log for more details).
Screenshots of the resulting "mess" can also be found.

Can it be reproduced?
Yes but:
The error does only occur if the working city is loaded before. If I try to load the corrupted city alone there is just a flat plane without any content...

I would appreciate a "We have noticed" message below. I do NOT need any help but will provide any additional information if requested.
