I would love the idea of playing a regular campaign and when you reach certain steps, or something happens in the galaxy, you chose to become introvert like the fallen empires.

Then the game can restart with you playing as a fallen empire, with different set of mechanics. Maybe battling some unseen force that the lesser races wouldn't even comprehend? Maybe you are controlling indirectly one of the lesser races?

Another idea that would be interesting is that you can have your previous ascended empire be a fallen empire in a brand new game that you play.

I hav thought recently about the becoming a fallen empire part. My idea would be to make it after end game crisis. When/if you beat it you get an event that some of your pops think that your expansionist etc ways have led to the disaster and to avoid that they feel you shouldnt push the limits any more. Basically this would change some pops to fallen empire ethos. Not sure this can apply after new patch and expansion but you get what i mean.

After a sufficient number of pops has changed this would lead to a civil war in your empire. I think you should be able to choose sides. If the fallens won you turn to a fallen empire, if the other that ends the event chain.

Similar things could happen in all the great empires of the galaxy and after all is decided those where the fallens have won would go to an epic war with those where they lost.

If you are a newly turned fallen empire your new victory condition would be that only fallen empires remain in the galaxy. Maybe you get new CB where you help fallen faction to power in other Empires. Or simply eradicate them.

I mean if you really want to recreate the FE scenario the game would have to skip the game some random ~100k years and restructure the map. You know you'd need a whole new set of fledgling species, primitives, uninhabited planets. You'd get some after a crisis (removing the plague/machine world frees up planets but they need time to heal, if not overt help, and that takes time and some being irreversibly barren). Nah, that seems like way too much work and spinning parts for a small payoff. I'd really like to see some way for colonies to regress. Full bombardment and loss of communication with the home empire makes the planet go back to a random age leaving either the (damaged) buildings or clearing the tiles. That would likely happen a lot at the event of a crisis to far flung colonies. But perhaps during massive galactic wars. Or maybe if a violent rebellion happens on a distant colony. That plus planet killers would add a lot to the end game. Extending the tech tree that covers all these new features. Like a tech card to cause a further set back and chance of killing off killing all POPs thru bombardment.

You can set up a FE scenario through softer means than a built in function to become a FE.
