I think we should be able to persuade the countries (that we support/are allied to) to start a war. Specifically, I imagined this diplomatic action to used in declaration of independence wars and War of Holy League. We can't start the independence war a subject on behalf of them. Also, if we are a non-Protestant country (like Ottomans) in the religious league, we can't start the War of Holy League against HRE emperor, since we aren't the leader. Using favors (or ducats), we should be able to encourage them to start these wars.
When I support the independence of a subject, or join the Protestant faction in the religious conflict, subject/faction leader doesn't declare war even if the conditions are suitable for a decisive victory. In the end, I wait for a never happening independence war or religious conflict ends up in Diet of Wien. Moreover, on some occasions, these wars start in the wrongest time for me. While I am fully committed to another war, these wars start. As a result, I have prematurely end my existing war. It is just frustrating.
