Let some enclaves sell and buy slaves as well as other resources.
If you need to colonize certain planets you can buy one pop with matching habitability to settle there.
Also, instead of purging undesirable conquered pops or inventing workarounds and exploits to get rid of them or cheat on game mechanics you can sell them to Enclave slavers.
Should Stellaris have a manpower to fill for armies this could also serve as additional manpower source in the future.

laso, if your planet have been conquered and people enslaved you can buyout your pops through Enclave as a neutral party. This could also be made a wargoal - to return slaves.

To make this Enclave slaves more valuable than common ones there may be various options for the "goods":
1. Common Slaves
Just enslaved pops. You can buy them and, for example, settle to one ofyour worlds, or gift them back to Empire they originated from to build trust and opinion(or profit).
2. Eunuch Slaves
More productive than common Slaves. Cannot procreate. So Enclave won't lose profits from others breeding their own slaves.
3. Liberating slaves.
Pacifists and\or Xenophiles may buy and free slaves and get appreciation of certain Fallen Empires and happiness for themselves for freeing slaves and giving them new home.
4. Brainwashed Slaves
Slaves who cannot procreate, work a bit better than usual ones but always remain in Docile Slaves faction, never joining rebellions.
5. Slave armies.
Simple as that, buy slave armies without building that useless building.
6. Soylent green
Convert slaves for +n food for several years on one of your worlds.

Frankly Im pretty sure we could come up with any number of ideas that improve upon the very bare-bones energy-minerals conversion. I really do like the whole enclave idea, but that part was sad.

  • Let them have ships available for purchase (limited number available, semi-randomly outfitted, non-upgradable: basically useful mercenaries in a pinch; but once a particular ship is bought, that one is gone for everyone: a shared market)
  • (all enclaves) If they are in your boarders and/or you've unlocked the 'advanced' trade with them, let them count towards this new, mysterious, federation victory condition
  • re-work the trader idea so instead of being an infinite bank of resource trading, have them be an outlet for a galactic black-market. You can sell minerals/energy for the other, but the more of one type is sold, the less its value. A fluctuating economy based on supply/demand across all empires...(better yet, based on the empires within range of that particular enclave)
  • There's no espionage yet, but this could be an opportunity to indirectly affect neighbors by paying them to NOT sell to a particular empire (or at least up their prices)
  • perhaps instead of/in addition to the above idea on slave trade, have it sell android pops
  • have a list of available leaders for hire (also nice if they get unique properties...and presumably its a shared market so the same list is available to all empires so once they're hired, they're gone from other's lists)
  • Purchase 'secrets'/'leads'/'treasure maps' which can basically start a small event leading to a system to be investigated (possibly done by fleets instead of science ships) tempting for its rewards, but a good chance its a trap
  • purchase some sort of 'junk' items as-is which usually turn out to really be junk, but maybe are advanced unique items like a building or ship or unlock a tech
Thats just a few thoughts but it didn't take long to come up with it. Surely Paradox can do better.

I'd prefer to discuss Enclaves and Slavery, instead of Enclave brainstorms, we already have threads about it. Loans which you cannot pay back could be payed back with pops, with negative opinion malus for empire or planets pops were taken from.

Imagine having an enclave that allows you to 'send' a pop for adoctrination or genetic engineering.
That way you can get a pop with a different colonization trait fast and you wouldn't have to wait for the techs to pop up.
Or maybe even get a pop with different ideologies... not sure what you'd use them for but HEY.

The ability to buy slaves from Enclaves would indeed be really strong, so the price for them should be adjusted accordingly. However, selling unwanted POPs seems like an interesting alternative to purging (when you have the right ideology).

The Dev diary mentioned enclaves have an advanced function, allowing access to special trading once trust is earned. So a few on the list, or other new ideas, could be pushed into the advanced function.

This would be so good. Slaver enclave by default could sell slaves with weak trait. If someone sells them (better) slaves, they could sell that amount of new slaves forward. So you sell aliens to enclave for energy/minerals/trust.You get some amount of those immediately and much more, if other race buys those slaves from the enclave.

I would just make it as buff for xenophobes by changing Land of Opportunity (+100% Pop Migration Time) edict. Choosing this edict would clear the planet and sells all aliens during next few months. Would make xenophobes different from rest and offer other options to "clean" planets than the purge. Unless you are xenophobe, you can't see slaves, but everyone can buy. Collectivists to slave and others to free them.

Come on Paradox. Slavers need some love also :)

Brainwashed slaves should come with a malus to research.
Also an option to buy other empires enslaved pops and give them back to them for an opinion increase.

As devs teased new options to neuter and precess, option to sell Slaves to be precessed and neutered would be awesome.
1. Buy neutered slaves from Enclaves, who cannot procreate but without happiness hit.
2. Sell and buy slaves from Enclave to be processed.
3. Have a new interaction with the Enclave to buy all their slaves for several years to instantly release them to freedom. Increasing relaionship with their species.
4. Demand Enclave to stop processing slaves.
