We've all seen plenty of examples of peace deals resulting in enclaves and exclaves and the stringy borders they produce. Its one of the uglier things to see on the game map. They should really only result from dynastic gameplay. I'm sure there's some example of an enclave being formed as part of a conquest, but its certainly not exactly the most logical way to go about war.
I suggest that, during peace negotiations, if the peace deal results in an enclave (any section totally isolated from the capital province. water connections are okay, so we can still have something like Gibraltar) being formed, that the diplomatic and/or peace cost increases. Conversely, if the peace deal results in an enclave being eliminated, the diplomatic and/or peace cost would decrease.
No idea what the best values for such modifiers would be, and if there should be any influence that government type, religion, technology, culture, etc. would have on it.
