Enact forced march while in movement

If possible it should only start taking effect on the next province.

I was thinking this was the best way to implement it, indeed. If it affected the province where the army currently is, it would make people pay for half a movement and possibly give them some too discrete edges to be fair. It could become a nightmare in micromanagement.
