An idea that struck me when considering guerrilla warfare was that it could be possible to allow land units to act like ships: I.E: several units from different nations that are not at peace can coexist in a province. For Example: Japan has invaded Beyond Shanxi, NatChina sets some militia units to guerrilla duty. This allows them to move through Japanese occupied territory, though they travel as though there was zero infrastructure, to emulate that they can't use railroads of roads. They can also be detected by the Japanese troops: Those with higher suppression or on anti-partisan duty have a higher chance. However, is they get behind Japanese lines, they can wreak utter havoc with the Japanese supply lines.

In addition: partisans that are spawned from occupied territory are automatically given to the owner of the province: Partisans in China are given to NatChina, for example.

Within the current HoI2 system, the best I could do was create a new militia model. Basically, this new militia model is the first one (the existing ones being bumped up by one), and had very high toughness and defensiveness but very little actual attack and has very little speed as well. Thus, it is largely a provincial force that is difficult to defeat, as I think is more or less historical. Of course, it can be defeated but the very high toughness and defensiveness will wear the attackers out but I think without causing them many casualties.

Yes, but wouldn't that keep the ownership in the province in the guerilla's hands? Usually the invading forces would be able to occupy areas of strategic importance, and thus gain use of the IC and resources in the province, but be harassed from the countryside. Maybe partisan activity could become more significant by giving them some attack values, like strategic attack (against factories, infrastructure and resources, but very little though) or a bit of soft attack (to damage garrison divisions).
