In the developer diary from a few weeks ago they announced some changes to the content from the Necroids DLC, including the Reanimated armies civic.
This included a 33% chance to reanimate enemy armies you kill as well as the Voidspawn and Tiyanki Matriarch. With the possibility to reanimate stuff as it dies more explicit, why not expand this to leaders as well?
I’m thinking this could apply both to when your own leaders die as well as when you kill enemy leaders. They would then stay or be added to your leader pool, except they’ve gained the “Undead” trait, making them immortal, permanently lowering their leader level by two (since I assume zombies aren’t as bright as living people) and maybe some other minor buffs.
I have no strong opinions whether the chance to reanimate a leader should be 33% for simplicity’s sake or if that’s too strong or it should be lower. I just think that gaining a level 3 scientist when you shoot down those pesky science ships scanning debris during a war or sending your rivals own deceased war-hero back to haunt them would be kind of cool.
