So here's what's up dear friends. Recently in my current game of stellaris, a rebellion fired in the territory of a fellow federation member. The government type of the rebels is "Divine Mandate", and given that they're rebels, I plan on crushing them regardless of government type.

Now here's the strange part to me. In the empire type thing in the diplomacy screen, there are four options: empire, primitive, fallen empire, and other. The first of these three I'm quite familiar with. The Divine Mandate empire is the only one i've seen in the "Other" tab up to this point. So my question is why are they classified under the "other" tab? Is it because they're fighting an independence war or some other reason? regardless, thanks for any help you might gimme.
