What I'd really like to see from Stellaris is the addition of "win conditions" to race creation, which I call "Destinies". These represent the ultimate aims of your empire on the galactic state.
Secret win conditions, that guide every interaction, whether human or AI.
So you make your race, you throw them together, and you pick one or two win conditions you want to pursue from a list of several available to you and scoped by your trait and ethos choices.
Some are harder, some are easier. Most have several "stages". That's irrelevant for the picking step, though. You can choose whatever you want. This is your goal - this is what the game means to your species or Empire as you enter the galactic stage.
For example:
Impenetrable Walls - You have no ongoing treaties, and no diplomatic obligations to other Empires. Your borders have not been reduced, no planet has been attacked, and no ship or station has been destroyed within your borders for (50 || 100 || 200) years.
Purity of Purpose - There exist only (4 || 2 || 0) species other than your starting species (or genetic offshoots) in the entire galaxy.
Cross Pollination - Your starting species (or genetic offshoots thereof) occupy (1/3rd || 2/3rds || every) colonized planet in the galaxy.
Spiritual Awakening - Every Empire in the galaxy is non-materialist || spiritualist || fanatic spiritualist.
A Galaxy At War - Every Empire but 3/ Every Empire but 1 / Every single Empire in the galaxy is involved in the same war as you, either on your side or your opponents side. Win or lose, it does not matter - all that matters is you were part of the greatest military conflict the galaxy has ever seen.
We're Gonna be Heroes - Successfully be the empire to repel (an intergalactic threat / 2 intergalactic threats / every intergalactic threat)
Planned Obsolescence - Every pop and leader of your original species no longer exists and your Empire contains only robots.
Patronage - (Any one || two || all) of these three: Enlighten a species. Uplift a species. Strip every negative trait from every member of a species other than your starting species.
Pax Galaxia - The entire galaxy has experienced no wars or conflicts for (20 || 50 || 100) years.
To Go Where None of Us Have Gone Before - Gain info on every system in the galaxy || personally visit every system in the galaxy || fully survey and visit every system in the galaxy.
Archeologist - Successfully unravel the secrets of the precursors.
The Great Collective - Form a federation where every species is Collectivist/Fanatic Collectivist with (2 || 3 || 4) members of at least 10 planets each.
Share Your Master's Happiness - Very likely to appear among uplifted and enlightened civilizations. You have no victory condition of your own, but if you are vassalized to another empire, any victory they obtain counts as a victory for you as well.
Revenge Is a Long Game - May be selected when you are vassalized, and replaces your previous win condition. You win the game when the ( Empire that vassalized you is destroyed || The empire is destroyed, and every member of the Empire's founding race is dead || The previous two conditions, and every planet that Empire owned when you were vassalized is either abandoned or owned by you)
The Power Behind the Throne - An empire you formed an alliance with during the first 100 years of play has more than half the galaxy painted their color.
We Got a Stew Goin' - At least (6 || 12 || 18)) different races make up your civilization, and every planet has at least 2 different races on it.
And so on, additional ideas in this vein welcome.
Important supporting ideas to help make this more effective:
War Demand to force a single step ethos change for cheaper than a full liberation
Information trading for any wincondition info you possess on any race (you only start with your own, but can resell others you acquire)
Comms trading
The ability to change your own ethos through some election of leaders or direct spending of lots of influence over time, depending on government type, in case it veers from what is most desired
