I think it's a shame that You can not use empire quests in classic turns becouse of advantage it gives to players who are first. On the other hand in simultaneus turns they work perfectly fine. So why not add a Round concept to the game? A round would end when all players and neutrals will end they turn. Than change Empire quests to check for priority after a round end insted of turn end.
