Warning: I am a sporadic updater. Expect this AAR to lay dormant for weeks at a time!
As a basis for this AAR, I'm using an edited VIP 0.4b with the Vinland scenario.

March 1836
Somewhere in Bohemia

It all started innocently enough.
On a bright, sunny day in the spring of 1836, an old man rode through a small forest on his horse. The lush sky, the sun in his back, listening to the singing birds, and feeling the fast, almost mechanical movement of his horse beneath him made him feel young again.

He allowed himself to be carried away by the warmth and bliss and thought back about his youth. So long ago, before Napoleon.

When his horse slipped and panicked and threw him off, he reacted too late. He barely realized that his head hit a large stone. He was unconscious before he realized that he was bleeding. When he was found hours later, he was already dead.

Klemens Wenzel Lothar von Metternich, most likely the mighties man in Austria, was dead.

"It would be cynical of me to say that I am happy," Franz Anton Graf von Kolowrat-Liebsteinsky said to the collected Secret State Conference, "He and I have not agreed on many issues. But he was a great man and I hope that he will be remembered as such. His service to crown and country was immeasurable and we can only hope that in time the three of us will be able to replace him."

The two archdukes, Ludwig and Franz Karl, nodded in agreement.

Ludwig rose his voice: "I have, of course, attended his funeral, as I know the two of you have. Truly, it is a harsh time for Austria. Last year, my dear brother, our emperor, died, and in his testament asked me to lead the Secret State Conference to ensure that no liberal ideas can take hold and weaken our realm. And now we have lost one of the most ferocious fighters for restauration. While I will continue to lead the Conference, I hope that in time we will find an equally skilled and ferocious defender of the crown."

All three nodded in agreement, although one was already lost in thought. Franz Anton was toying with the idea of drawing a special protegée into this inner circle.

The voice of Franz Karl, brother of the current emperor, brought him back from his plotting: "Despite the gloomy times, we should disperse and meet again after lunch." He allowed himself a small smile: "I think the emperor is having dumplings again."

With this, the three men went their way to lunch, but a question remained: what now?

The post-Metternich period (also called the "Nachmärz" - aftermarch) was defined by the struggle with in the Secret State Conference, established as de-facto government for the feeble-minded emperor Ferdinand I.
The Bohemian Franz Anton Graf von Kolowrat-Liebsteinsky (note that "Graf" is not part of his name, but his title - duke), a liberal politician who had so far been responsible for internal politics and (mostly) finances gained more and more power against the two. In late 1836, he succeeded in drawing in another liberal - Franz Freiherr von Pillersdorf (note that "Freiherr" - literally "free man" - is a title as well) to work on the interior affairs, while all three other Secret Councilors were competing on the foreign affairs.
It is under these circumstances that the first steps for the later constitution were taken: while the press was not free, it was certainly more free than under Metternich. While the industrialisation was kept up and a large project began to connect the most important cities of the empire with railways, steps were taken to free the farmers from serfdom over time.
While today it may not look like much to the casual reader, during the time of the Restauration they would have been defined as acts of treason. With Metternich dead, however, the small window of opportunity which allowed real reforms was used by Kolowrat-Liebsteinsky, sadly with his greatest successes apparent after Austria's fall.

"Absolutely not!" shouted archduke Franz Karl, "This is insane! You are insane, this whole idea is insane! This will drag us into a war with France and Britain for sure! What would we even want there, much less how would we go there? This is utter nonesense!"

"But they are persecuting and martyring Christians. The house of Habsburg have been the faithful servants of the one true church. It is our duty to help those poor unfortunate souls," Kolowrat-Liebsteinsky cooly replied, "and as a matter of fact, both british and french inhabitants have been expelled. I would think that - if one of them attempts to exert influence over the island - the other would be breathing down their neck."

"This is not Italy or the Balkans we are discussing here. We are talking about Madagascar! We do not have the means to project power and even less reason to, when half of our country is starting to industrialize. Let the wilds kill each other, why should we care?"

"I think," added archduke Ludwig, "that we should send them weapons and aid, including at least three divisions of volunteers. They are, after all, fellow christians first and foremost. If god is with them, they will win and we have done a good deed to save their souls."

Archduke Franz Karl turned red, but remained silent. The issue was decided.

I am attempting to liberalize it slowly, with a steep change after 1849. While Metternich is dead, the two archdukes are both conservative as well. After they die off (at a ripe old age, no less), civil rights and welfare will improve by leaps and bounds.

Preparing for the invasion

Archduke Karl stared at the man who had been trying to kill him. Blood was gushing out of the bullet hole in his head.
Absentmindedly, he looked down on his body, trying to find out where he was shot, but his attacker had missed him.

"Are you all right, sir? It is not good for foreigners to be here for now. I'm preparing to leave, and you should as well," his savior said. Thanksfully, he used French, which Karl was fluent with.
"No, I'm, ah, I have just arrived from Austria. I am here to help the Christians," the archduke replied, still shaken.
His savior put his handgun away and scratched his head: "So the rumors are true? The Habsburgs are trying to interfer here? For all things, here?"
Taken aback, Karl angrily shot back: "Of course. We arrived with ships full of weapons and volunteers to fight for our christian brothers! Know that the kingdom of god knows no earthly bounds. What kind of christian are you, running away from persecution like that?"

"Calvinist", the other man stoically replied as Karl's face tourned sour, switching to a German with a strong Dutch accent, "my name is Marius van der Schlee. I am a trader from the East Indies, although my ship has been confiscated by order of queen Ranavalona, so I am at an impassé."
"I am sorry for your plight, but I cannot help you, except offer you a return to the Netherlands or Indies when we have been successful."
Marius thought for a while and then replied: "Tell you what. I doubt you are familiar with the kingdom of Madagascar. Does the conflict between the Sakalava and the Merina." Karl shook his head. "I have been in contact with some conspirators against the queen. Among them is her son, prince Rakoto. There's also some other conflicts that you could use. I will help you overthrow the queen and end the persecution, and you will give me some exclusive trading rights with the locals and whatever puppet you plan on setting up here."

Enraged, Karl lashed out: "We are here to defend the persecuted Christians. We are not interested in gaining a colony!"
Marius smiled: "It's one and the same. This is not the 16th century anymore."

"He's overthrowing the queen?" archduke Ludwig raised an eyebrow. "This is eerily similar to the struggles of Carlos in Spain."

"Of course we will need to supply him, unlike Carlos," added Graf von Kolowrat-Liebsteinsky.

Archduke Franz Karl cleared his throat: "Of course. This does not change the fact, however, that he has gone out of control. It was never our intent to install a king - even one as legitimate as this prince seems to be."

Freiherr von Pillersdorf "If I may be so bold to make a suggestion how we can turn this into our advantage."

Ludwig waved his hand at the Freiherr: "Please do," he sighed, "I'm willing to accept any miracle that comes from god or man, as long as I don't have to pay with Austria's money."

Von Pillersdorf rose from his chair and went over to a brown globe in the corner of the room: "The interests in oversea of Great Britain and France are conflicting. Currently, France is in a state of internal tourmoil again. Their support for Mehmed Ali in Egypt is not all that popular in British circles, as this may lead to the Russians capturing their 'Third Rome'."

He moved the globe until his hand was over Africa: "With Napoleon, France lost its holdings in America and India. Britain will allow another weakening distraction for France, if they can profit from it. If the esteemed archduke Karl is indeed able to overthrow the queen and not get himself killed, we will be able to gain their approval if we accept free trade with them, and maybe a couple of safe harbours."

He hesitated a moment: "Of course, we might need to suppress the locals if our puppet prince thinks he can hold the horse again. This should be easy, however, as they are of course barbarians, as all negros are."

The Secret State Conference sat down and contemplated the implications.

Archduke Ludwig was the first to speak up: "I am sure you all know of Aleksandr Pushkin. As he has never made a secret out of it, his great-grandfather - calling himself Ibrahim Petrowitsch Gannibal - was a negro, adopted from slavery by Tsar Peter the Great and an indispensible aid to him. Voltaire even called Gannibal the 'the dark star of the Enlightenment'."

Franz Karl snorted.

Ludwig rose from his chair: "We would do good not to forget this. We hold Austria together, we can hold a kingdom of Madagascar that has an Austrian-friendly ruler class, advisors, and our military. If we cannot hold it, we might lose well more than just an island.
That said, I will send archduke Karl an encouragement to go ahead with his plan. Britain will be contacted by our ambassador to come to an agreement about the status of Austrian Madagascar. Let us now discuss the Egypt situation."

Personal diary of Archduke Karl
2nd August, 1838
The initial combat went over easy, and the provine of Boina is in our grasp.
We had some clashes with loyalists of queen Ranavalona, but they fled into the bush when confronted with our modern artillery.

While queen Ranavalona reigned by terror, many loyalists stood up for her

4th September, 1838
More clashes with the troops of the queen. The support of the peasants is astounding. It seems Van der Schlee's information was accurate - the people, Christians and Pagans alot, hate her and are willing to support us if we free her from our rule.
Prince Rokoto seems to be a popular hero among them, having spared some from torturous exection - one of the queen's favored execution methods is severing an unlucky person's spine.
May the lord have mercy on her soul and relieve her of hell's suffering.

15th October, 1838
Two more provinces have fallen. Only the central province with the capitol city remains.
I have learned more about the society these negros have. It is a caste system with 11 castes. While the upper ones are fluid, there are many rules to be followed, or one is in danger to lose status and caste.
It is, all in all, an enlightened system and we should learn from it. It is good if the peasants and workers have no illusions about moving up, as it will end rebellion and illusory ambition.
We are already training some of the Madagascans to bolster our ranks. While quite bestial in some way, they are easy to form into good, upstanding people - even the Pagans. As soon as this campaign is done, we will need more missionaries to save their souls. Those noble barbarians don't deserve the punishment of hell.

17th November, 1838
The climate becomes almost unbearable. While the local tribes are able to deal with it, our troops will stop operations until we no longer lose good men for fatigue. I expect a renewed attack on the capital within half a year.
I wish I was home. While I understand now that we are here to test newly developed command structures and battlefield tactics - which is repugnant! Human life should not be wasted like that - I am barely able to fight on for longer. The loyalists flee as soon as they are confronted by our troops. But as soon as we leave a province, they attempt to enter, to massacre the peasants. This is not my war.

January 1939

Archduke Ludwig was in his office, going over the many documents that he had to sign for the emperor.
While his informal motto was "At least I am not a retard like Ferdinand", he still hated the paperwork. Why, in his youth, the word of an emperor would have been enough. There would have been no need for signature upon signature upon signature.

Suddenly, a paper marked "important" caught his attention.
"Carlos crowned himself king of Navarra at the 15.01.1838. Recognized by Spain. Civil war officially over."

Ludwig fumed: "That traitor! He will open the door for liberalism and nationalism! Does he have no idea what he has done?"
But then, he read over the full report. Navarra was a pathetically small strip of land, ripe for the taking. That is, the Spanish were incapable to do so, having survived a three year long civil war did not do their economy any good.
Ludwig had an idea. An ingenious, diabolic idea.
"Carlos, Carlos, Carlos. Your survival will make people doubt in the divine rule of kings. We will have to do something about this. And I have need of a ... private island in Middle America."
