He started telegraphing, both to home and to the Lucrezians and the Tribunes, moving money, influence and favors, and in a few hours he had managed to send to his friend's house a good enough group of the best trained doctors and nurses that could be finded during such a time of need. Manuel needed to try, even if it just improved his friend's odds, it was better than nothing.

A simple act of kindness goes a long way, and those suffering in the camps appreciated the aid they were given. People died, but they did so with someone there to ease their passage, and that was enough. In a few cases, some were even saved, able to overcome the worst of the disease and take the first big step towards recovery. Del Toro proved a beacon of hope, remaining positive despite the situation around him.

Hopefully one day Hispania will have a Minister of War that isn't some sort of crackpot.

In this situation I believe it would do much good if our Minister of Education, señor Takawira, could let his subordinates in the network of educatio and research to advance our knowledge of what this disease really is.

Lluis heard of the cholera epidemic over a glass of wine in his office in Barcelona. He was partly pleased, partly disgusted at the situation. For once, it confirmed the government's inability to do anything right, but on the other hand saw many people suffer.
 
- The letter of the Crown Prince was just what he needed. Manuel quickly ordered quarantine around the camps. The police was deployed to ensure no me would try to escape, equipped with gloves, masks, and all kinds of protection. Everyone inside the camps wasn't allowed to leave, but Manuel seized the opportunity to investigate a little about Cholera. Familiars that didn't seemed sick where allowed to leave, but they where put in their own quarantine to ensure they didn't camed out sick. He told the police to divide them between people that had drinked water inside, people that had eat food, and people that just had been there without consuming anything, that way he could do both, ensure that the ones that didn't seemed sick weren't sick and also try to discover how the cholera propagated.

Also, Manuel ordered the establishment of soup kitchens both inside and outside camps, and he gave the explicit order to the ones inside the camp to not drink nor eat the soup inside, that they would only be allowed to eat outside the quarantine.

With the orders set, Manuel started to help to set a kitchen while he hoped for the best.

Having been away in Emilia, inspecting his new factories, Takawira had been unaware of the situation that had begun to plague Eastern Hispania. Once news of the situation reached him, he immediately set about trying to organise a response to understand the cause of the crisis in two ways. Firstly, he sent orders to some of this subordinates to travel to former locations of cholera outbreaks (both in Hispania and abroad) with the goal of revealing as much as possible, including how the crises were resolved.

Secondly, he himself set sail for Valencia, writing to the rest of his subordinates and colleagues who were not already occupied vitally to meet him them. After arriving, he would set about attempting to observe the spread of infection, both by analysing the camps, by interviews with the infected (during which the interviewer would be clad in whatever protective clothing is possible (gloves, a mask, etc.)) and mapping the spread of infection, but also by analysing conditions in nearby regions that were not yet infected, with the hope of understanding which were more likely to become infected once it spread.

Having been dealing with issues in Sardinia for a while, Alexander de Alvaro heard of the outbreak from a navy captain and decided to help.
Having come down with a case of the flu, Alexander was in no position to help directly, instead he heard of the possible connection between cholera and dirty water and food, so he ordered fresh clean water and food from all over Sardinia and Corsica to be sent to Valencia, as well as medical professionals and scholars to try to alleviate and possibly find the cause of the outbreak.

Establishment of Hispania Domestic Trade Authority.

1. Is headed by the Minister of Trade

2. Is responsible for building and maintaining publicly owned major transportation infrastructure.

3. Is responsible for setting up standards for privately owned infrastructure.

4. Is responsible for ensuring the security of transportation routes and domestic trade priorities.

5. Maintains a police force to patrol, investigate enforce previously mentioned regulation and security.

Establishment of Hispanian Finance Authority

1. Is headed by Ministry of Finance

2. Is responsible for monitoring government revenues.

3. Is responsible for regulating the financial industry and business to enforce minimum standards.

4. Is responsible for enforcing business contract law between both private and public actors and securing Ministry of Finance investments.

5. Maintains a police force to investigate and enforce afformentioned responsiblites.

Creation of Free Trade Unions.

1. All unions under government control have the can exit said control if their members support doing so, if given approval by the Ministry of Interior.

2. These Free unions must select their policies and leadership on a democratic basis.

3. All Hispanians have to right to apply for the creation of new unions to the Ministry of Interior, but they must accepted for their union to be legal.

2. Helps form local meetings instead to inform Hispanians about the political process.

Thank you for the effort you have raised to help me. I am now even more confident in my survival. But now I write to about a matter of utmost urgency. I am well informed here, and I have heard that Medrano has proposed a series of laws, two of which will increase the powers of his ministries, even granting the power to establish groups will police authority, which is under you purview. I ask that you make a speech on my behalf calling on him to at the very least designate the police organizations under joint control with the Minister of Justice. And again, thank you for your help in combating Cholera.

The avoidance of debt act puts an unessecary restraint on the flexibility of the Ministry of Finance. During economic downturns or disruption of trade in wars that Hispania doesn't participate in, it often makes sense to run a defecit, rather than increase taxes or cut spending. For that reason, I call for the repeal of the Avoidance of Debt Act.

Amendment to the Parliamentary Quorum Act.

If above 50%/relevant threshold (including those abstaining) of either the Cortz or Assembly vote to pass a law and If above 50%/relevant threshold in the other house (excluding those abstaining) vote to pass a law, it is considered to be passed.

The Minister of War was in conflict about what to do. Francisco wanted to go to Valencia and help the people but Antonio forced him to stay.

In his tormented mind:

Francisco: I need to go to Valencia and help that poor people.

Antonio: You can't ! If you get infected the plan goes down ! We are so close to destroy Lucrezians, Alexandria is already sick and may die at any moment while Garcia is almost getting infected by giving food for them.

Francisco: Because they are true nobles ! They are supposed to help them just like me !

After resubmitting the Act of central Bank, The Minister decided to head to a red house, to Call the Guerreros del Fuego as Volunteers to help the people. Surely they won't refuse to help to save more lives right ?

Due to the vaguity of the term "radical social change" and the fact that prohibitions against dangerous idelogies are already codified in banning republicanism, all references to prohibition against "radical social change" are to be removed.
