Please explain the issue you experienced in the most condensed way possible
In the Whack a Mole Quest, I sided with Roxie. Went to confront Jac, combat ensued. Roxie can't attack as those options are greyed out, saying no valid target. Kill Jac, but he comes back. Quest marker is still on him. Talk repeats what happened before combat; however, it doesn't result in combat.

The CMA agents become apart of my team and can attack Jac.

Please explain how to reproduce the issue
Play the Whack a Mole quest and side with Roxie.

When I went into the game for recreating the player.log, I noticed an attack option on Rosie. I clicked it and combat began. Rosie was on my side and Jac was the target. Killed Jac and the quest completed.
