Please explain the issue you experienced in the most condensed way possible
I was in a war with Ragen's Colts, I attacked one of their rackets and defeated all the guards, bar one who had not taken any part in the fight and just stood by the door (see screen print). Although the 'Victory' message came up the options message (to take over/ransack the racket) did not, and when I opened the racket screen it was still showing as belonging to Ragen's Colts (see second screen print).
I have had situations before where a fighter did not take part in the fight and therefore I was unable to win a fight (in these cases I either needed to escape the fight or quit and reload a save), but this was different as it did show the victory message. I tried attacking the racket two more times, but the same thing happened.
Please explain how to reproduce the issue
I was playing as Genna at Boss level (player log attached). Crucially I believe that Ragen had offered a sit-down, which I had responded give me some time to think about it. Subsequently after a further fight elsewhere, Ragen offered another sit-down at the racket that I'd tried to take-over. I attended the sit-down, declined the peace terms, and was then able to attack and take-over the racket as normal. Could it be that a pending sit-down flag was preventing me taking over the racket even though I hadn't agreed to a sit-down?
