Short summary of your issue Unable to start combats, game won't allow any actions at all on start of ambush mode, one mission un-finishable

Please explain the issue you experienced in the most condensed way possible
When trying to initiate a combat, the character actions do not appear, so the game is just frozen that way. The only thing I can do is open the main menu at that point. Also, the mission La Vie en Rosie is broken, because one of the goons which you must kill to complete the mission spawned outside the playable area in the building, and I am completely unable to interact with him. When attempting an interaction with him, the game camera moves 45 degrees as if combat is about to start, but my gang members all receive a morale boost and combat doesn't initiate. I tried to reload an earlier save but the game is still thusly broken.
Please explain how to reproduce the issue
