Please explain the issue you experienced in the most condensed way possible
When I talk to Sal, the quest does not update and if I talk to him again I get the same dialog but the quest tracker is broken and repeat the line to meet his sister indefinitively / since a while now all my building upgrades have becomed free

Please explain how to reproduce the issue
I put my whole save folder for this playtrough in attachement, to reproduce the bug for the quest talk to Sal in front of you in the last manual save and to investigate why everything is free you can see the evoution between all the saves.

How much "pain" is this causing you?
