100/100 level of suspicion on many of my buildings, nothing ever happens

Please explain how to reproduce the issue
I have been playing on attached save for over 10 hours now. Many rackets very suspect, 100/100. I saw a tip once that you needed to close them to let them cool down, but I've never seen the feds. Is this a bug?

How much "pain" is this causing you?
