Please explain the issue you experienced in the most condensed way possible
Even when your rackets have maxed out suspicion, raids seem to rarely happen to the player. In my 4-5 play-throughs, each divided them between them maybe 10-15 hours each, I have yet to be raided. Asking around, it seems to rarely happens to players, if it happens at all.
Please explain how to reproduce the issue
Take over a neighborhood. Make out suspicions on the rackets, and then see if the police will raid you. 10/10 times they raid the AI other than you, or ignore your rackets.
