Short summary of your issue Once beginning combat, I'm unable to move, shoot, or do anything. I am also unable to go into buildings and load the inside of them. Also another factions money continues to increase for no reason at all. They are now at 1.7 million dollars

Rival factions money continuously grows by thousands every second for no reason. Can't move or fight in combat. And I can't enter buildings.

Please explain how to reproduce the issue
It just continues to happen on my games. It'll happen after 2-3 days of playing.
