Frank Yale is stuck outside the map (view from inside the brewery) and I'm unable to reach him to talk and complete the mission. I had to start a new game to solve this.

Please explain how to reproduce the issue
He looks as if he stayed outside. Going outside, his icon showed him as being inside the building.
