Please explain the issue you experienced in the most condensed way possible
Empire of Sin-Boss: Joseph Saltis/ Quest is The Beer Baron. I followed the quest line to the building and when I talked to the guards outside I was able to get them to go away through intimidation, but then after that I could not get into the Brewery or even click on the building to enter it and Frank(the other NPC that's part of this quest) disappeared and it's showing him in a building that's not even accessible on the map.
Please explain how to reproduce the issue
I tried reloading to an earlier save and got the same results the next time when I got to that point. The quest is uncompletable as of right now.
