Please explain the issue you experienced in the most condensed way possible
While fighting Frank Ragan, i got him in a bleeding out state, but he was the last enemy so the fight ended and I didn't get to fully kill him and I didn't get Frank Ragans special weapon.

Please explain how to reproduce the issue
Go into Frank Ragans hideout, kill all of the enemies except him, then when he is the last enemy left, attack him until he is bleeding out, by then the fight will end and you (possibly) won't get his special weapon.

How much "pain" is this causing you?

im pretty sure this is a well known issue
