Please explain the issue you experienced in the most condensed way possible
when moving the character gumbys ( slides but does show running or animation . when doing the counter melee attack game freezes . when character is in " gumby mode " game freeze when shooting . when in main map the characters get hung up on each other ,

Please explain how to reproduce the issue
happens after a bit of game play random .

How much "pain" is this causing you?

I believe I have the same issue without the game freeze, but my Harry Adams is stuck in a position with an invisible gun in his hand and is sliding instead of walking.
Besides this, guards also spawn when changing lieutenant which creates this huge movement inside the safehouse for no reason, I believe is also affects PC resources.

Unfortunately this issue still persists after installing the new patch, it happened to me yesterday again in a completely new save. However, this time, it was fixed after attacking a few times with the secondary weapon, which was a miracle (the character was also sitting behind a wall - so I'm not sure what exactly fixed it).
