Please explain the issue you experienced in the most condensed way possible
When I make a safe house in other neighbourhoods it asks me to assign a lieutenant and whenever I go to do it they do not get assigned to the neighbourhood.

Please explain how to reproduce the issue
Take over a safe house without creating a new one

Hi, Chazwell! Gotta double check a thing here: are your crew-members made? As in have they killed an enemy? This is a prerequisite for a lieutenant.

No, the OP is completely right. I can totally confirm the same bug.

No matter what lieutenant you try to assign, it won`t work.

Only if you build up a savehouse, THEN you can assign a lieutenant.
