Traveled there by taxi, entered, talked with him - dialog starts. More details in how to reproduce.

Pressing dialogs:
"You better have what I want...",
"Don't be feckin thick...",
"I have it on good authority...",
"Fine. Let's just get this over with." / "I've got better things to do."
I can click the options, an animation triggers, as if Mabel is talking to him but nothing happens on either choices, they just stay there. Can't access menu or anything else in the game. Have to ALT-F4

Is there anything else you think could help us identify/replicate the issue?
I had an animation problem with Mabel at one point where she "floated" instead of walked. But that fixed itself when she Executed a thug. Mission marking over "Maria" 1st gangmember you get at tutorial that never goes away even after doing her quest to kill a guy. (Seen a few videos from streamers and they always had her love quest 1st then that quest, I don't know if that's relevant) Her mission marking on her character never goes away even after the deed is done and reward has been given and everything, so technically 2 more bugs but they aren't gamebreaking, I prefer focus is on fixing the gamebreaking things first like the bug that this report refer to.
Game doesn't support steam cloud so saves are not available at this time.
