I'm playing Austria and I defeated Prussia in the Seven Weeks War. I can either satellite all the German minors or go for the federalization? Does either annex all of it to me? What does each do?

I formed Germany as Austria, had a Hungarian Puppet which controlled the Balkans as well, gobbled up France and left it a reduced state and outnumber French, British and Hungarian industry by 4 to 1.
