Basically, the ability to choose what your win condition is during empire creation. I think it makes a lot of sense, since in sci-fi a space empire is often set apart by their goal. It could be in a separate tab during empire creation similarly to the way origins are done, and empires would gain an opinion bonus with you if your end goals are compatible and vice versa. Instead of the empire with the most points winning, all surviving empires with points above a certain threshold would win together, encouraging empires with compatible goals to band together.

My ideas for objectives so far:
Conquest
Gains points from the percentage of the galaxy that is owned by the empire, including land owned by subjects.

Unity
Gains points for the percentage of all remaining empires in the galaxy that are in the empires federation.

Knowledge
Gains points from the empires Technology level.

Prosperity
Gains points from the empires resource output divided by how many planets or pops they have.

Power
Gains points depending on how close the empire is to being the strongest in the galaxy in terms of Fleet Power.

Utopia
Gains points from the average happiness level of the galaxy.

Protection
Gains points for the percentage of all non-genocidal empires they have established contact with that haven't been destroyed in war.

Ideology
Gains points from the percentage of the galaxy that has the same ethics as the empire.

Propagation
Only available for Hive Minds. Gains points for every pop of the empires main species that exists in the galaxy.

Fortune
Only available for Megacorps. Gains points from the amount of energy the empire has.
Purification
Must be used with Fanatic Purifiers. Gains points for the percentage of all empires in the galaxy that have been destroyed. Empires that weren't destroyed by them specifically still count.

Sterilization
Must be used with Determined Exterminators. Gains points for the percentage of all organic empires in the galaxy that have been destroyed. Synthetic Ascension counts as a destroyed organic.

Assimilation
Must be used with Driven Assimilators. Gains points for every pop assimilated.

Hunger
Must be used with Devouring Swarms. Gains points for every pop purged via Processing.

Servitude
Must be used with Rogue Servitors. Gains points for every bio-trophy the empire has, with points subtracted for the percentage of all pops that are unhappy?
A couple additional ideas:
- The ability to reform your empires objective, at the cost of a temporary negative empire modifier or a large sum of influence.
- Each objective gives a small buff, like "Conquest" reducing claim influence cost or "Knowledge" increasing research speed
- Tie unity generation directly to an empires objective. For example, have an empires monthly unity income temporarily increased whenever they do a certain action, but decrease slowly over time so that if an empire neglects their purpose their populace will become disunited.
