Gunboat diplomacy and various types of wars (with different war goals) are supposed to be covered by casus belli system from HTTT (only upgraded, as you can add goals/casus belli's over time, instead of sticking to the one you started the conflict with). It's pretty neat mechanics and it should fit nicely Vicky times.
"National focus" (again, HTTT mechanics) is supposed to cover somehow country intervention in colonies (or underdeveloped regions in general). I'm still not sure it will be enough to cover all the interesting aspects of colonization, but its a good start.
