Suggestion for Achievement: Emperor Papaltine

As The Papal State, become Emperor of The Holy Roman Empire while also having a Parliament and max Absolutism.

Edit: You can't become Emperor. I was under the impression that was a possibility with the new expansion. The pun is unachievable and this saddens me greatly :'(

Is't becoming HRE as PAP only possible via exploits? Achievements generally aren't supposed to favor exploits. I think being Empire-Rank should be enough.

The HRE emperor can only be a monarchy, theocracies and republics are excluded. Likewise, the Papal states can not transition out of a theocracy by normal means. So, without exploits, this achievement is impossible.

could always go with "Emperor Palatine" and just have it be emperor of the HRE as the Palatinate (AKA Palatine of the Rhine).
