If you want to controll the lands of your vasalls you have to integrate them. If not the vassall decides if he heeds the command of his rightfull emperor, who technically outranks you, or not.

Client states even can do this, which is utter nonsense. They probably shouldn't be in the HRE when created by a non-emperor at all.

Depending on your goals of course, but life within HRE is just fine if you take 1 province every 10-15 years and you make that province count (i.e. develop it up).

Force vassalization is more AE-efficient in the HRE. Generate more AE elsewhere initially.

Strangely the emperor demanded unlawful territory from me only once as allied Brandenburg. Since I have maxed relations with the emperor it hasn't happened again. Perhaps by having claims on every gained province plus good relations keeps the emperor from demanding unlawful territory? Or perhaps the emperor doesen't demand when the emperor is in war itself, I'm not sure of that partyet.

Having claims definitely helps. If you're the emperor and demand unlawful territory from a prince, there's a -25 or something to accept, if they have a claim. So the AI emperor sees that you have claims, then considers your relationship with them, and that definitely helps you.

Haven't been able to detect a pattern of when the emperor decides to send the formal request, and when he just lets it slide.

Also can't determine when he actually decides to throw down the gauntlet & go to war over it, or just not bother.

The strength of the emperor definitely seems to make an impact on the conqueror's decision to accept the request, though. It's pretty funny when a weak (non-Austrian) emperor gets totally ignored, again & again. Recently, Austria had no heir, and Brandenburg took over. Nobody ever respected Brandenburg. The HRE went wild, everyone was taking land left and right. -And no one cared what the emperor said. Especially when he failed to defend the empire from outsiders.

"Sigismund the dishonorable & ignored" ...a pitiful chapter in the history of the HRE. :(
