Is the change WAD that the Emperor now demans unlawful territory even from allies aswell? Just want to know if I am supposed to live with the change. It's a hard life inside the HRE..

Hopefully that means that when you are a big bad blob, your vassals will no longer meekly capitulate to the Emperor demanding they return unlawful territory. I dont see why vasalls should not decide in their own to give territory back. If you want full control over them you have to annex them. As vasalls they still control their own lands and internal politics. The emperor also cannot demand territory if its in a war, so if you see Austria starting a war when you peace out, you're probably in the clear.
That's besides the point. When you're a 2.5k development blob to Austria's pitiful 250 with no meaningful allies, and you feed your 250 development vassal, the latter should laugh out loud at the idea of returning unlawful territory to the puny emperor.
If you want to controll the lands of your vasalls you have to integrate them. If not the vassall decides if he heeds the command of his rightfull emperor, who technically outranks you, or not.
