So.. I play Austria, I am emperor but can't upgrade to kingdom or empire. Any way around this upgrade block? I dont want to form the HRE btw.

(Austria NI+diplomatic+influence+ect) and inherit a elector.

Get the bohemia PU mission, successfully PU them, and have them auto-integrate after 50~ years.

I'm fully aware... You completely missed my point, it should be treated like emperor example if Baden becomes the emperor they get bonuses from being a duchy + HRE emperor, but when Bohemia becomes the emperor they get bonuses from being a kingdom + HRE emperor, but they should be treated equally.
They should not be treeted equally, Bohemia was a (only one) Kingdom in the HRE and elector. Baden wasn't.I'm fully aware... In my current game as France, I became emperor when I got a personal union with Austria. In order to join the empire, France had to be reduced to a duchy. This is a fairly extreme example but it is kind of silly to think that France would cease to be a kingdom like that.

True, but one thing is missing. You lack the 3rd diplomat, however you do get that as the second HRE reform. The other goodies make it all worth it of course.
